Tobias Bollinger f039fdae58 Add e2e build/serve tasks and bump CI workflow 
Generated apps get the same e2e surface as the existing frontends:
chromium-only playwright install hooked into install, e2e:build
reusing prebuilt .output in CI, e2e:serve on port 4300 with the
common-ui overlays disabled, codegen pointed at the serve port,
playwright artifacts gitignored, and ci-workflows pinned to
c78eccc (#v10).
